This only affects people who build from CVS. The contents of the macro
are included in the configure script, so you don't need it installed if
you just build from a tarball (you don't need autoconf, automake, etc just
to build a program that uses them -- that is the whole point).
The idea of including a macro to check for a library with the library is
so that others don't have to write their own checks.
