good point. and this is specially true when talking not _only_ about infrastructure, but the other two main basis of digital divide bridging: - training and/or capacitation - availability of content and services I guess the report only focuses infrastructure, and then it is not that false that the World has more cellulars and more computers. But who <em>can</em> use them to improve their lives?
