A major part of that outcome was the low number of total proposals. The core contributors and others kind of chipped in to save the day. We want tons of proposals.

Also, it's low cost to submit, so there's no reason not to do so. Even if it's turned down, you don't have much to lose. You'd obviously have more information about the proposals than I do, but there must not have been many given how few presentations came from outside the inner circle this year.
