I think, considering the width of the band, and the little useage it gets, that the whole band plan is stupid. Why not set the botom half of the band for CW and digital and the top half for wide modes such as SSB SSTV RTTY etc. Then split the bottom part with CW in the lower half and other digital in the top half of it. Its never made any sense, and the only reason it had such was in order to operate, in the 40s-50s- 60s the band was shared and directional location transmitters were all over the place. Different areas of the country/world had to stay away from those different locales, plus people cut their antennas for one or the other freqs, and there were few good cheap antenna tuners so they were stuck where they cut the antennas.
