That's the FCC's version, but I don't think you'll ever convince either the CW or SSB ops that the entire band is the CW band. As far as most of the CW ops are concerned, the CW band is being compressed to be 3525-3600 - 75 kHz - shared with digital ops. I doubt you'll get any buy-in from the CW ops for your band plan that compresses them further down to 15 kHz. - ps
