That's what happened to the previous attempt to regulate by bandwidth rather than mode -- they combined two unrelated subjects in one proposal. There was too much dissent on the automatic control deregulation, and the bandwidth question got thrown out with it. If they'd have simply addressed subbands by bandwidth and left the automatic control out of the proposal, we'd probably have it by now... and the whole thing of digital image / digital data / digital voice compatibility issue would've been moot. - ps
