(i) No.  They promised not to do that when it was merged into the official 
tree.  They did an "automatic format update on first mount" format change 
once (that you then couldn't mount with an older kernel) and got shouted at 
quite a lot (especially since - IIRC - it was a certain Mr. Linus T. who 
suddenly couldn't mount his filesystem anymore) so I'm sure they learned 
that lesson.

(ii) is it official policy not to allow (entirely optional and disabled by 
default) support for experimental stuff?
