I think they should be updated every time we make a new release of GNUstep. Any less frequently defeats the purpose, and we don't have the resources to stabilise out-of-cycle releases of the trunk repository any more frequently than the release cycle we have. We could also possibly provide automatic "snapshot" releases of the trunk repository on a daily basis for people who quickly need an unstable version to check a bug fix. I don't think we should support this option, unless it really helps those people who quickly want to get an unstable version running on their system.
