I believe Alex was asking specifically about the case where NetSol has
failed to release an _expired_ domain back into the pool. I'm not so sure
that they account for that by reflecting additional payment of the registry
fee.
As far as that goes, does the registry (or ICANN rules) impose any kind of
fee for a domain that's not released upon expiration? Is there any kind of
incentive for registrars to release a domain upon expiration?

No, there is no $6 ICANN Fee.
There is a $6 registry fee, which goes to the NSI registry, however. I
presume you mean that.
On paper anyway, yes they do, but surely you can see that it is like
taking the money out of your right pocket and putting it into your
left.
