I've already answered this on this list.....but wait, I can pasted it again:
The password will be required for 'critical' changes, although the manage
domain interface will still be used. For critical changes the admin contact
will be emailed, and will need to put their Registrant number and secret
password on to a web page. At the moment, critical changes are:
a) Registrant Name
b) Registrant Legal Type
c) Any admin contact change
So, these changes will be initiated through the Manage Domain interface;
most will go through real-time, with the critical changes above requiring
the Registrant to confirm the change.
