I don't see why anyone would want to keep hold of a domain once a customer
decides they want to transfer out - surely you want to concentrate on your
paying customers - someone who wants to transfer away is unlikely to
continue paying for services...
But the RSP does need to be informed, so that the associated services etc
can be cancelled and just to balance the books essentially.

I think the original RSP should certainly be notified when a domain is
transferred, either to another RSP or to another registrar. (I've never
dealt with this situation, so I have no idea what the current behavior is.)
I just don't think the RSP should have a lot of say in whether the
registrant can move the domain to another RSP.
