GST on domain transfers

i was wondering about how GST is being handled for canadian customers.  what 
stops me from registering a name as an american, and then going in and 
changing my information afterwards?  also, how are transfers affected by 
GST?  i know that a year is added to the domain after a transfer is 
complete, but does GST apply to this?
