The customer did pay for it. It is the RSP's responsibility to secure
payment. Graciously, OpenSRS provides a means for you to have that
domain suspended if you prove the payment was disputed and charged
back. The domain does not belong to Tucows, it does not belong to the
RSP. Tucows will release it on its anniversary date, would be my
guess. In the meantime it is an onhold domain, and unavailable.
You will note that NSI is not auctioning off unpaid domains like they
wanted to. They tried to find a way to get away with that, and they
were stopped. The domains don't belong to NSI, and they don't belong
to you.
