Terry,

The official contracts for the US Domain always resided with NSI.  ISI was,
in a sense, a subcontractor for NSI to run the US Domain (it all has to do
with the NSF InterNIC contracts and that whole mess).

The US DOC is planning to put out a RFP for the US Domain sometime in 2001.
