More than one year at transfer time?

Why is it that I can only add one year at the time of transfer to a domain.
It's annoying because I have to set a reminder to add the additional years
after the domain is transferred. Is there some kind of ICANN rule that keeps
us from adding more than one year during a transfer? Is there something I
missed in the code or was this a decision on the part of OpenSRS?
