My mistake.  The real question is:

Did a court of competent jurisdiction order Tucows to transfer the domain
name?

I wonder what Tucows is supposed to do if a court in Canada orders them to
transfer, and another court in Florida orders them not to.  According to the
UDRP, both courts have competent jurisdiction!
