The truth of the matter is CIRA HAS released the policies but there's two
things stopping us from moving forward.
1) The fee structure hasn't stabilized
CIRA regards change of ownership (Registrant transfer) as a billable event,
but they haven't decided who they charge yet or how much. Also, for
Registrar transfers, there's some confusion on charging an optional "exit
fee" by the losing Registrar.
2) Their methods do not mix well with a wholesale business model
CIRA ignores the fact that some sellers are wholesalers. They work with the
assumption that the Registrar deals DIRECTLY with the Registrant - which
isn't true in our case. In order to get this working, we have to be sure
that all the appropriate fees are accounted for, chargeable, and trackable.
Until the fee structure is set (should happen this month, assuming they
don't plan to change it in the future) we cannot begin to really work out
how this will all work with our system.
