the first time a customer tried to transfer from register.com, they offered
my potential customer a reduced $12 rate if he was to stay with them.  he
decided he would stay, and they charged him $35.

now the second customer of register.com who has tried to transfer to my
opensrs system has been met with messages such as "you failed to do the
transfer within 3 days" and "this domain was not requested to be
transferred" .. yet the links in the mail they send were copied verbatim
within the alotted timeframe.

i've heard other rumblings on-list about register.com, and they are clearly
engaging in anti-competitive behaviour.

are register.com in violation of icann rules?

or is it permitted or overlooked that a losing registrar makes the transfer
process as awkward and difficult as possible?
