1) Submit it. Jump through their stupid hoops and agree to the transfer.
2) When it fails, phone and complain. Phone them, nicely, and calmly
explain the situation. Quote the ICANN regulations, argue with them when
they spew their junk, but stay polite. They will eventually promise to make
it work properly. Resubmit the transfer request if needed.
3) If it fails again, phone in, and explain that you are trying to remain
calm, talk with an edge in your voice, but be reasonable.
4) Phone in, be willing to raise your voice, but don't get mad. Appear to
be giving the rep a chance, and getting the same junk). A good tactic is to
have your previous calls logged (They log calls too, so make sure the
times/dates/names match) and ask the rep why you should believe them when
you've been fed the same junk several times previously. Eventually ask to
talk to a supervisor, you'll usually hit another dept instead, they will
backdoor the request so it goes through.
5) If it fails again, phone and scream bloody murder, threaten their
accreditation, whatever. I can probably find the contact info of a "bigwig"
if needed, although I may have deleted it in the great email client crash of
last February when I lost almost all my archival email)
I've done quite a few, one or two worked at step #1, a few at step #2,
almost all at step #3. Very few took #4, only one took #5.
I've not lost a domain to their redtape yet. I think I'm on their "Just do
it damnit" list now, because the last few I've done from my own contact info
went smoothly, but the one I did from another contact address took a #3 to
make it happen. Maybe coincidence, but I don't think so, I've worked in a
call center long enough to know that who you are CAN matter, as long as you
are reasonable at the beginning, and only get angry after being provoked :)
