Yes indeed, we have seen this several times. Most often, the losing 
registrar (when pestered) will investigate and find an administrative error 
and correct it. We can help facilitate this process, if you can send us 
documented proof of your efforts to correct this with the losing registrar, 
and their refusal to do so.
