Problems creating admin contact

I'm still working on the test system, and using register.cgi.

If I set the owner and admin contacts to be seperate entities, then look
at the domain with the reseller interface, the admin contact is always
set to the owner contact, and the tech and billing contacts are set to
what I had specified as the admin contact.

Why can't I create an admin contact that's different then the owner?

Has anyone elese had this problem?
