Exactly. This is part of the OpenSRS system I've always thought was a
little bit poorly implemented.
If it had been me, handles/usernames would be unique across the
OpenSRS system, and new user/handles creation would be free, and
independent of the domain registration process. A domain registrant
would be able to create a new handle at the time of a new domain
registration, however. Then they can delegate certain contacts to
particular handles, and also select what authority that contact should
have (much like a subuser).
A handle holder could login with a Username and Password, get a list
of domains they are the "owner handle" of, as well as a list of
domains that they are a designated "sub handle" of. They could manage
their information, and updates would of course reflect the contact are
of any domain for which they are listed.
