I think we are talking about two different things.
On the payment page, you have an option of going to pay an invoice,
and if you choose that option, NSI is only invoicing for 2 year
renewals. So if you try to pay that invoice, it will come up $70,
with no other choice.
If you go the other route, you get to select the number of years, as
the person from "idontknow.com" (I love that domain, btw :) said.
Also, there is no need to call to do that. I know for a fact (an
inside source) that when you call to pay, they are just entering the
data into the same web form that you would be using.
If you pay for 1 year on the renewal page, NSI will delete the invoice
(Takes 2-3 days, and they will email you when they do).

The one on the right takes you to the pay invoice section, the one on
the left to the one that gives you the choices.
Pay them, and then get them transferred :)
