I have to strongly disagree. Surely a "reject by default" policy is bad, 
no matter how they're doing it technically.

Anyway, unless the message I got is wrong, DomainDiscover *is* actually 
doing something to reject them:

NSI could make the same defense: "all the user has to do is take a 
certain action and it goes through properly."

I thought that OpenSRS's official position is that any system whereby the 
user has to take extra action at the losing registrar to approve a 
transfer is Bad.
