We've recently been trying to transfer two domains from the registrar 
TierraNet, aka DomainDiscover.

The transfers were denied by DomainDiscover, although the registrant said 
he did not receive any sort of communication from them.

Upon investigation, it turns out that DomainDiscover has a default lock 
on all domains. To enable a transfer, the registrant first must log into 
the DomainDiscover control panel, click the "Switch away from 
DomainDiscover" link, and type an e-mail message detailing the name of 
the new registrar and "the reason for switching away from DomainDiscover" 
(!).

After some period of time, they will remove the lock and you can then 
transfer it.

As far as I'm concerned, this form of default NACK is even worse than 
what NSI is doing, because upon receiving a transfer request, 
DomainDiscover apparently doesn't even send a notice to the customer 
saying that they're going to be rejecting the transfer or indicating what 
the customer needs to do to make it happen.
