I thought this had been changed, and now OpenSRS is accepting duplicate
registrations from resellers, but only a single pre-registration per
reseller?

This is from a post by Rick B. 7/16/01:

"...in response to reseller demand...(regarding .info Landrush only)
Tucows
will be accepting a single pre-registration per reseller (eg. you may
submit a single request for example.info) but WILL BE accepting
duplicate
registrations from resellers (eg. 100 resellers may each submit a single
registration for example.info)  From there, we will randomly select a
single submission to put in the Tucows queue to submit to the Afilias
registry."

I believe the domain is most likely taken because someone must have
submitted a sunrise pre-registration for the domain. Rick explains this

This was decided and explained quite some time ago by Rick Baraniuk.
Since we use a slot in the round robin whether or not the registration
was
successful or not, we felt it was a much better idea to have only one
instance of each name to increase everyone's chances of getting what
they
desired.
