ICANN policy, it must be opt-out, not opt-in. Tucows has recommended
a change in this policy, to have opt-out as the default setting for
bulk access. But it will require a change in ICANN policy.
Maybe we will see it happen, Tucows has been pretty strong in
advocating it.
