That's a different problem, unrelated to Network Solutions. Your user
hasn't responded to the message from OpenSRS that would authorize OpenSRS
to submit the transfer to Network Solutions.
If it had reached the "Pending Registry Approval" status, you would,
indeed, have no choice but to wait until it timed out before resubmitting
it.
