Absolutlely. Bradd Pitt speaks with forked tongue.
TotalNic also answers from [EMAIL PROTECTED] stating
that transfers are approved in 3 days after successful 'Acking'
from the admin contact. Then Bradd Pitt comes in and says transfers
are not allowed without the notarized international postal mails.

Can anyone cite an appropriate ICANN rule that this practice is in violation
of?

I believe what he means is that the author gives different answers at
different times and so, speaks out of both sides of his mouth.
