I've learned not to expect much, at least not in the short term, from that Constituency. If Verisign moves fast enough, they get away with completely bypassing anything resembling process on major policy issues like this. The constituency should have held Verisign off when they got their blank check contract approved with little fight, by a board who was made up of people who were either in debt to them for some issue or another.
