That is not a given.  The ICANN compliance officer seemed to think it
might be when he was queried about it.

No other registrar is doing this.

Verisign is considering a REGISTRY level policy, which I will have
further comment on today, as this is DEFINITELY something that is not
desirable, and it appears the Registrars as a group are in agreement
with that.
