Think about it. It is so the former Registrant can still renew before it is dropped and available to everyone. As Ken said, the payment and structure is just how V$ works it -- the Registrar has 45 days after expiration to drop the name and get full credit for what they paid . . .
V$ also gets to float on the money advanced for that period of time, as well. So, yes, OpenSRS isn't going to lose anything if it drops or renews within 45 days, but the float on their money if it is not renewed. If OpenSRS didn't give a darn about the customer or their reputation, they would just drop the domain on the Xdate and, therefore, avoid V$ floating on their cash. One could also surmise that OpenSRS is hoping for the best result -- a renewal, which is a marketing mind-set as opposed to a bean-counter's mind-set.
