Good point.  Have a look at this situation.

The correspondence below shows that a request for transfer was actually made
on the 8th January 2002.  However, VeriSign refuses to honour it on the
grounds that it was not made by 10th January 2002.  When does it actually have
to be in a "paid" status?

Unless I am mistaken VeriSign is improperly refusing the transfer (even
assuming that their rules are validly what they say they are).

Excuse me for not disclosing the domain name.  Comments ?
