The technical contact (afaik) cannot block a transfer.

However, VeriSign can.  You will have to contact them directly.  Having
the NIC handle helps; I can provide this (email me offlist).  Come
tuesday, the NIC handle for VeriSign NACd transfers will be available in
the Domain Notes (see in Declined transfers)
