I think this requires further comment on my part. There's a concept in the legal community of "conspiracy to ____" e.g. conspiracy to commit murder. The punishment for that offence is the same as the crime committed, however the person didn't actually do it. It's related to organized crime, where someone may tell someone else to kill some third party. Now, both the boss and the minion can be thrown in jail... while the boss didn't actually do the work, and the minion didn't actually act on his own behalf. The same concept should apply here. If one person *facilitates* spamming, they need to be shown that that is a bad idea. Now, that could mean that a whole NSP get's blackholed, I really don't care.
