Ummm, I think you missed part of what I wrote. According to the regulations, that text must be in capital letters, in a font that is a minimum of thirty points in size, it must stand out from other text on the page (they can't embed it in a paragraph), and it must be immediately underneath any dollar amount mentioned. Take a look at the example picture on the USPS site of what it must look like: http://pe.usps.gov/text/dmm/c031.htm#Rar16021 That's the minimum size allowed! Those words have to be HUGE in order for it to be legal.
