AFAIK, they aren't new. We knew of the 60 days rule [new registration] from when we started as RSP. I believe the 45 day occurence (not a rule) [renewal] was always there as well, though many of us didn't quite understand it until it was spelled out a few months back .
I imagine that like anyone else's TOS, their reg. agreement includes a clause that says the terms can be modified at any time.
