The 60 day rule of no registrar transfers on new registrations has always
existed.

There is no 45 day rule.  The 45 days they are referring to (actually 40)
is the window when the losing registrar will get a refund and the renewed
year will be removed when you transfer away from them (Verisign will not
refund the money back to the customer).  You don't need to wait 40 days,
however some people prefer to since it's easier for them than charging
back on the losing registrar.
