Not a terrible idea. Let us consider whether this infringes on viable
business models before we comment further.

Yes, it's documented (the Name Locking Guide). We opted to use the existing
'registrar lock' feature for our name locking, which prevents nameserver
changes (which, if you think about it, does prevent a kind of hijacking) AND
actual transfers.
