register.cgi is only included as an example of a barebones registration logic, it's meant to assist you in building your very own registration system and showing just the basic data and commands required to do so. It's not meant as a packaged, useable, script, so it receives little support. However, I have no problems running this myself so it might be a matter of setup.
We strongly recommend reg_system.cgi since it has full support for all TLDs, is much more robust, and is concentrated on specifically by development and support. We may need to consider removing register.cgi alltogether. Can you post the exact error message?
