That does not give you the NSI 'handle'.

We also need to update the IP assocaited with our Name Servers for the
dwindling domains that customers have at NSI. And to complete that chnage -
we need the NSI NameServer Handle.

I've never had a problem doing the occasional lookup at whois.crsnic.net
(command line).  It gives exactly what I need:

$ whois -h whois.crsnic.net dns1.tucows.com
