The key here is to balance the need for privacy that registrants perceive
with the access to information that legitimate whois users perceive.

Neither needs are in any way "factual" but really just a subjective
determination. Pleasant compromise will likely mean higher utility and
therefore $$ for the two of us (and the rest of our resellers of course ;).
