Hmm, did you call Verisign to ask them why they NACKed it?

No point in guessing what's wrong when a helpful, friendly Verisign 
customer service agent can provide you with the answer, toll-free. (Well, 
*AN* answer, anyway. It might change each time you call them, but I've 
found when I take the average of the answers over a few calls, I can get 
an idea of what the problem might be.)
