When a customer attempts an inbound transfer, then it times out waiting 
for approval at OpenSRS, then the customer still attempts to approve it, 
the customer is told that the "transfer has already been accepted or 
declined".

The message is incorrect, and leads to all sorts of confusion (mostly, 
people for some reason seem to assume it's been taken care of, so they 
ignore it).

Perhaps OpenSRS could fix it so that the message says something like 
"This transfer key has expired (a transfer key is valid for only ten 
days). Please contact {{RSPNAME}} to get a new transfer key."
