Have a look at Joker.com's system.

Registrant and admin contact have to open up a transfer window via
The Joker.com web site.
Effectively preventing us instigating the transfer on their request.

Usually the web host is the admin contact so the chance of
approval are already slim.

Assuming they both approve then this opens up a 3 day transfer
window in 10 days time.

It is very difficult to synchronise with this.
