maybe. the orsc right now is being cautious. they have been very quite.
but they have alot of powerful associations - the boston working group
being one of them. we'll see what happens. your suggestion is in my
opinion difficult for any root system to gurantee. including icann.
which in fact gave people like goolnik the incentive to go out and
duplicate tlds. so their moral mandate went down the drain when they
duplicated .biz. there are alot of legal documents lying around the usg
ntia doc offices which are very telling on the whole icann fiasco.
