Yes the registry is taking down their OT&E environment, which means we are
taking down HORIZON.  We reported the OpenSRS system impacts in the LRU.

Horizon talks to the OT&E environments of the various registrars. When
they take them offline, we have to take Horizon down. I didn't read the
Verisign notice, but I'm guessing that they are taking the OT&E down to
re-fit it for something IDN related...
