I read a MS PR around the time of CodeRed/Nimda stating the above. CodeRed/Nimda exploit Microsoft IIS security holes and it's a known fact that IIS isn't the most commonly used web server... Now, that excuse would be somewhat acceptable for e-mail clients since the majority of PCs in use run windows with express installed by default. However, the major reason that Outlook/express is the target of malice is due to the HTML+activescripting capabilities that allows the exploits. It's just so darn easy to exploit. Microsoft probably never will turn off or remove the activescripting because it would put that anti-virus vendor partners out of business.
