TBR is the way .ca names are returned/released to the pool of available
names. at noon on the TBR day, the domains become available to be
registered, and registrars are allowed to submit a slightly modified
request for them at a maximum rate of one request every 5 seconds. (The
modification is basically a special command, and you _must_ use an
existing registrant which has already accepted the agreement.)

I have never actually done it, but I believe you can do TBR registrations
through batch.opensrs.net. (we have two CIRA registrars. Baremetal.com and
myreg.ca.)

The TBR period lasts for 6 hours. Domains which have not been registered
during that period become available for "normal" registrations at 6pm
eastern time.
