Jo Here's the scoop. PIR puts the 'thick' whois output (ergo EPP) as part of the "Registry Whois", even though PIR hasn't fully transitioned .org to a thick registry.
That's where you are seeing this "CONTACT NOT AUTHORITATIVE" bit - the "regular" whois (i.e. The registrar of record) should show the actual information. It would be better if PIR turned all that off until they moved .org to a thick registry. But alas... ;) So to answer your questions specifically. 1) It's a PIR 'issue' 2) It should not impact your ability to transfer the name Hope this helps.
